Office of Juvenile Justice Appoints Irwin U. McCall as Deputy Statewide Youth Facilities Director

MONROE, LA - The Office of Juvenile Justice (OJJ) is proud to announce the appointment of Irwin U. McCall as Deputy Statewide Youth Facilities Director, effective August 31, 2026. In this newly created leadership role, McCall will serve as second-in-command within the statewide facilities structure, working directly alongside OJJ executive leadership to strengthen operational consistency, safety, communication, and performance standards across secure care facilities statewide. He will provide hands-on direction and accountability to facility directors throughout Louisiana, with direct oversight focused on the Northern Region, including the Columbia Center for Youth, Swanson Center for Youth, and Acadiana Center for Youth – Bunkie. Additionally, McCall will spearhead critical special projects and strategic initiatives designed to address emerging organizational priorities and translate executive planning into measurable results.

McCall brings more than three decades of extensive experience in youth facility operations, institutional management, staff development, and program administration. Throughout his distinguished tenure with OJJ, he has served in vital operational capacities—including Shift Supervisor, LAMOD Coordinator, Assistant Director, Deputy Director, and Facility Director—giving him a comprehensive, firsthand understanding of the complex challenges and opportunities within secure care environments.

A proud native of Delhi, Louisiana, McCall holds a degree in Criminal Justice from Grambling State University and is a veteran of the United States military. His leadership approach integrates the discipline, accountability, and commitment to service instilled during his military career with a deep personal dedication to developing staff and improving youth outcomes. A devoted father to Tyson, Daylin, and Paisley, McCall relies on his family as a constant source of inspiration, reinforcing his belief in the transformative power of positive guidance and strong leadership for the next generation.
