Residential Providers

Residential providers are responsible for the day-to-day operation of residential/group homes, shelter care, transitional living programs, foster care, etc.

OJJ’s Standard Operating Procedure (SOP) for Non-Secure Providers establishes the conditions of care and supervision for all youth assigned to residential community providers by OJJ.

Providers must maintain:

• written procedures and policies on all operations and interactions
• clear documentation
• a system for regular, on-going training for new and existing employees
• attention to the safety and well-being of youth

The SOP clarifies and communicates agency requirements for specific services to be delivered to youth. Many of the policies in the SOP have been adopted from the American Correctional Association (ACA) Standards for Youth Community Residential Facilities, 4th Edition, and the PREA Standards (the federal Prison Rape Elimination Act). Some reflect the policies of the Louisiana Department of Children and Family Services (DCFS), Bureau of Licensing and Certification. Others were formulated by OJJ to address critical areas in the care and supervision of youth in community placement not covered by ACA or DCFS.
