Alfred "Al" Carter joins The Office of Juvenile Justice
The Louisiana Office of Juvenile Justice is pleased to announce Alfred "Al" Carter as the new Confidential Assistant to the Deputy Secretary & Legislative Liaison for the State of Louisiana Office of Juvenile Justice.
Born and raised in New Orleans, Louisiana, he has dedicated many years to education and public service in The State of Louisiana. Al brings a wealth of knowledge and experience in Education, Law Enforcement, Corrections, and Public and Civil Service. Al has over 20 years of Law experience; he's worked as an Officer with the New Orleans Police Department, as Lieutenant and Captain with the Lafourche Parish Sheriff's Office, and as the Chief of Police at Nicholls State University and Delgado Community College. While at Delgado College, Al transformed the campus security agency into a state-recognized Campus Police Department.
Al has experience as a Police Administrator, emphasizing Policy Development, Internal Investigations, Public Relations, and Positive Community Engagement Policing across various socioeconomic backgrounds/communities. He has also effectively researched, investigated, and established policy violations. In addition to his active officer duties and experience, he taught Police Relations with The New Orleans Municipal Police Academy, The Lafourche Parish Post Training Academy, and Police Community Relations in-services to the Thibodaux Police Department.
His corrections experience includes working as the Lieutenant/Assistant Warden and the Captain/Warden of the Lafourche Parish Work Release Facility. Not only was Al instrumental in the facility receiving its initial ACA accreditation, but he also implemented education and training programs for facility residents while securing employment for facility residents in the community, including the GED program and the Waste Water Certification Program.
After serving in corrections, Al began his educational career with the Lafourche Parish School Board, teaching at the Juvenile Justice Facility. He taught students in the residential setting and worked closely with the detention teaching staff. Al established programs, such as the Summer Enrichment Experience. He was also a founding administrator and school Coordinator with the Virtual Academy of Lafourche, where his duties included overseeing compliance, safety, and physical & contract security. He also taught in the Louisiana Public School system and recently was the Protocol Coordinator (Dean of Students) at the New Orleans Center for Creative Arts (NOCCA).
Al earned a bachelor's Degree in Communications from Southeastern Louisiana University, a Master's Degree in Education from Nicholls State University, and a Master's Degree in Corrections from Southern University in Baton Rouge. He is pursuing a Doctorate (Ph.D.) in Justice Studies from the University of New Orleans, where his research and dissertation will address Juvenile Justice Issues.
Al has been married to his wife, Pearlette, for 39 years, and they have three children.
