Administrative Functions

The operations of the Office of Juvenile Justice are administered through Central Office in Baton Rouge, La.

The Deputy Secretary is appointed by the governor, serves as the agency head, and is responsible for all operations. Reporting to the Deputy Secretary are:

The Assistant Secretary is responsible for system-wide services to youth, oversight of all probation and parole regional offices, community supervision services, and oversight of operations of the secure care facilities.  The Assistant Secretary supervises:

Three Regional Directors, each responsible for oversight of all functions and operations of the Community Based Services Regional Offices and the secure care facility in their assigned region.  They supervise:

  • Regional Managers, the chief administrators for the 11 regional offices, which provide support and services to youth through supervision across the continuum of care, including youth on probation and parole.
  • Facility Directors, the chief administrators of the secure care facilities.

The Undersecretary is responsible for the Office of Management and Finance which includes Accounting, Budget, Human Resources, Procurement, Contract Services and Information Technology.

The Chief of Operations oversees Continuous Quality Improvement Services (CQIS). CQIS designs and implements quality review processes for the secure care facilities and community-based services. This area also includes Investigative Services, the arm of the agency that investigates all allegations of abuse of staff and youth, accidents and serious injuries, escapes, and any other investigations that the director of a secure care facility or the Deputy Secretary may request. In addition CQIS maintains a Data Warehouse for OJJ.
An Executive Management Advisor for Intergovernmental Relations, Communications and Training handles legislative and intergovernmental efforts, supervises the Family Liaison, Staff Development and Communications.

The General Counsel/Legal Services manages legal matters, which include youth legal services, contractual review, legal policy and personnel review actions.
